If you keep a dog in Gurugram, you now have to register it. A Municipal Corporation of Gurugram (MCG) order that took effect on 23 June 2026 makes registration compulsory for every pet dog in the corporation's area, and tightens the rules for dogs in public.

It costs ₹500, paid once. If your dog was already registered with the MCG before the order, you don't need to do anything again.

What you'll need

The rabies certificate is the one that trips people up. If the shot has lapsed, or the card went missing in a move, sort that out first: any vet can vaccinate your dog and give you a certificate, usually in a single visit. We list 52 vets in Gurugram.

For the photos, take one of your dog's face and one of the whole dog, in daylight, against a plain wall. They'll also be far more useful than a blurry indoor shot if your dog ever goes missing.

How to register

Online through the Saral Haryana portal, or in person through the MCG's appointed agency.

  1. Get the rabies certificate and photos ready.
  2. Apply online on the Saral Haryana portal, where the MCG's services are listed, or in person through the agency the MCG has appointed for registrations.
  3. Pay the ₹500 fee.
  4. Keep the receipt and the metal token you're given. The token goes on your dog's collar whenever you're out.

The rules in public

Alongside registration, the order says that in public places a dog must be:

  • on a leash and under control
  • wearing a collar with the MCG's metal token
  • muzzled where the civic authorities require it

Picking up after your dog isn't new, but expect it to be enforced more now that a token shows whose dog is whose.

Deadline and fines

The MCG has set no deadline for dogs already living in the city and no fine amount for an unregistered dog. It has said that owners who don't comply can face legal action, so register as soon as your dog's rabies certificate is in hand.

Your society's powers haven't changed

Registration is a civic rule. It doesn't hand your RWA any new powers. The Animal Welfare Board of India's circular on pet dogs still says plainly that a housing society:

  • can't ban pet dogs
  • can't charge pet owners extra
  • can't keep dogs out of lifts or common areas

What a society can reasonably ask for is much the same as what the MCG now asks: a leashed, vaccinated dog whose owner cleans up after it. If the society office wants to see proof of registration, that's a fair request, and a photo of the certificate on your phone will do.

If you've just brought a puppy home

A puppy can't get a rabies certificate until it's had its rabies shot, which vets usually give at around 12 to 16 weeks. Register once that's done, and until then keep the vet's card that shows the vaccination schedule. Our first-year guide goes through the vaccinations month by month.

Common questions

Quick answers to what people ask most.

How much does dog registration cost in Gurugram?

₹500, paid once. If your dog is already registered with the MCG, you don't pay again.

Do I have to renew my dog's MCG registration every year?

No. Registration is one-time.

Is there a deadline or a fine?

The MCG has set neither. It has said owners who don't comply can face legal action, so register once your dog's rabies certificate is in hand.

Do the street dogs I feed need to be registered?

No. The order covers pet dogs. Community dogs come under the Animal Birth Control rules, under which the corporation sterilises and vaccinates them. A street dog you've adopted and that lives with you is your pet, and should be registered.
